BrowserModifier.CNNIC is a malware infection which creates all sorts of problems once active in an infected system. Symptoms include: Creating a hidden window which can be used to run other programs without your knowledge. Adding a Registry Key (RUN) to auto start Programs on system start up, and a Registry Key (RUNONCE) to auto start Programs on system start up.
