SpamBlockerUtility is an adware program packaged as a plugin for Outlook or Outlook Express that comes with a spam blocker, an IE toolbar, a weather tool, emoticons and email backgrounds. Spam Blocker Utility is owned by Hotbar.com, a company known for programs that generate annoying pop-up ads.

SpamBlockerUtility may display advertisements through pop-ups or through its toolbar. Although most recent versions of Hotbar programs give you the choice between an ad-free version and an ad-supported version, you should consider whether you want to install a program that has the ability to show undesirable commercial advertisements even while you're not surfing the Web.

SpamBlockerUtility's EULA:

"Spam Blocker Utility collects and stores aggregated information about the web sites its users view and the data they enter in search engine search fields while using the software. Spam Blocker Utility uses this information to determine which ads and buttons to display on your spam blocker utility toolbars and which ads to show your browser."
